Navigating the Skill-based education in India A Comprehensive Study of Public Private partnership (PPP) as a viable implementation option
(National Law School Of India University, 2024-05-15) Kumare, Sakshi
More than 12 lakh people applied for approximately 6,000 patwari posts in Madhya Pradesh in February 2023. Roughly 1.8 lakh candidates with postgraduate degrees, 85,000 engineering graduates, 1,000 doctorates, and 1 lakh graduates in business administration were among the applicants (Dwary 2023). India has seen alarming increases in youth unemployment, especially among educated workers. According to the National Sample Survey Office's (NSSO 2023) most recent multiple indicator survey report, about one in three young Indians between the ages of 15 and 29 are "not engaged in either education, employment or training." In an ironic turn of events, industries of all sorts have been vocalizing their concerns about a severe lack of skilled labor to support industry productivity. It is therefore relevant to review the history of India's skill development policy, discuss the current state of its implementation, and reframe the strategy for skill development in order to enable front-line institutions to see beyond the narrow focus of merely training a large number of people. Thus, the principal focus of this dissertation will be to evaluate the efficacy of the PPP model in skill development by analyzing various parameters. This includes comparing the placement outcomes of PPP-managed ITIs with those overseen by the government and private entities, followed by assessing its operational functionality.
