Navigating the transition to renewables : analyzing discoms reforms in the state of Madhya Pradesh
(National Law School Of India University, 2024) Sirvaiya, Amitesh
This research investigates the transition to renewable energy within the distribution sector of Madhya Pradesh, focusing on the impacts of government initiatives and readiness for renewable energy integration. The study employs a mixed-methods approach, combining cross-sectional analysis with longitudinal analysis. Through comparative research design, we compare distribution sector reforms and renewable energy integration strategies between Madhya Pradesh and Gujarat. Data collected from state regulatory body orders, government websites, newspaper articles, and research organization papers inform the analysis. Additionally, a longitudinal study examines trends over the past 3-5 years regarding the implementation of initiatives such as the Revamped Distribution Sector Scheme (RDSS) in Madhya Pradesh. Parameters include financial and operational indicators of DISCOMs, compliance with Renewable Purchase Obligation (RPO), and policy/regulatory frameworks. Data collection methods include document review, surveys/questionnaires, and interviews with key stakeholders. Data analysis employs descriptive statistics, comparative analysis, regression analysis, and content analysis. The research aims to provide insights into the effectiveness of DISCOM reforms and strategies for enhancing readiness for renewable energy transition in Madhya Pradesh's distribution sector.
