Item Optimizing wetland ecosystem service : an institutional analysis and economic assessment of unburdening the east Kolkata wetlands(National Law School of India University, Bangalore, 2023-10-18) Mathur, Stuti; Dr. Sneha Thapliyal, - SupervisorThis dissertation investigates the socio-political cause of capacity issues of the East Kolkata Wetlands (EKW), a unique ecosystem that processes the city's sewage, enabling food production and supporting over 118,000 livelihoods. The EKW processes sewage over their carrying capacity, leading to higher level of contaminants in the fish and crops. The study delves into the root cause of the excess sewage influx, and the power dynamics influencing these factors. Utilizing the Institutional Analysis and Development (IAD) framework, it uncovers that the local community of farmers and fishermen are largely excluded from the land-use decision-making process, leading to an unsustainable intake of sewage and declining wetland quality. Furthermore, the research reveals policy issues hindering community participation in resource governance, under the East Kolkata Wetlands Management Act. The study emphasizes the need for sustainable, inclusive strategies to relieve the wetland's strain, proposing a solution and estimating its financial implications.Item Maximising value in developmental finance : the case of conservation finance(National Law School of India University, Bangalore, 2023-10-18) Keshava, Namratha; Dr. Sneha Thapliyal, - SupervisorThe world faces enormous challenges ranging from Climate Change to food insecurity to recovering from the damage inflicted by the COVID-19 pandemic. Addressing these challenges requires enormous amounts of resources - both financial and technical. In order to be able to optimise the utility of existing resources as well as mobilise further resources, there is a need to understand the various instruments which can facilitate the same. This study analyses three financial instruments - Grants, Concessional Loans, and Impact Bonds as instruments to deploy developmental finance. Biodiversity is crucial to our existence. The rapid loss of biodiversity threatens to reverse multiple developmental milestones which have been achieved through decades of effort. This study focuses on Biodiversity Conservation and the deployment of finance through the aforementioned instruments to fill the financing gap in this sector. This study aims to position the dialogue on financing instruments from the perspective of the global south. The Indian biodiversity conservation sector has been used as the context to position this study. In a nutshell, the study reflects upon optimising each dollar spent on development, particularly the conservation sector. The paper argues that there is no one size fits all approach in developmental finance and the need for a renewed dialogue on financing development initiated in the global south. It also provides a matrix detailing the primary criteria to be considered while choosing a financing instrument.Item The effect of covid-19 on attitudes towards gender equality : a case study of female workers of Shimla(2023-10-18) Sood, Mehak; Dr. Sneha Thapliyal, - SupervisorKamla Bhasin, the developmental feminist activist, poet, author and social scientist, has been quoted as, “Ghar ka kaam, sab ka kaam.” (Household work is everyone’s work). However, this remains an elusive dream for women, in India and elsewhere, where women shoulder the disproportionate burden of household work. This study examines the effect of the Covid-19 induced lockdown and its economic and social effects on individual attitudes toward intra-household gender equality in the state of Himachal Pradesh. The state has consistently done well in gender outcomes and may provide interesting insights into the attitudes of a relatively gender-progressive population and a comparison with research done in states that are more urbanised and metropolitan. Gender equality within the household has been investigated using two theoretical frameworks– gender role ideology and the bargaining power of members of the household. Taking a case study approach comprising 30 female workers of Shimla, the study finds that while there was no regression in gender attitudes due to the pandemic, which may be attributed, in part, to the economic cushion provided by employers and to the social norms surrounding gender relations, however, the same social norms promote gender role ideologies that still perceive the household and the unpaid work that comes along with it as the primary responsibility of women even if they contribute to the wage earnings of the household.Item Silicosis : a sword of Damocles for Rajasthan mineworkers (analysis of current government policy and calculation of evidence based value of statistical life)(National Law School of India University, Bangalore, 2023-10-18) Kanhaiya; Dr. Sneha Thapliyal, - SupervisorSilicosis, an occupational disease prevalent among mineworkers in Rajasthan, poses a significant threat to their health and well-being. This dissertation examines the efficiency and effectiveness of the state government policy titled, "Rajasthan Policy on Pneumoconiosis including Detection, Prevention & Control of Silicosis" in addressing this grave issue. The research objectives encompass analysing the policy's outreach and ease of access for silicosis patients, assessing its effectiveness in providing adequate economic support, and formulating an evidence-based compensatory model for affected individuals. Through survey of literature, secondary data, and primary data in form of stakeholder interviews involving government authorities, retired officials, mine-lease holders, NGOs, and mineworkers, silicosis patients, family members, and widows of deceased patients, key findings emerged. Despite awareness of the policy, limitations and a challenging certification process hinders policy outreach and patient access, resulting in inefficiency. Additionally, the financial burden associated with disease detection and treatment exceeded the provided policy amount for treatment, making it inadequate for mineworkers and their families. Consequently, a compensation calculation model was devised, considering treatment costs, ex-gratia payments, and other factors. This dissertation offers valuable insights into the challenges faced by silicosis patients in Rajasthan and evaluates the government's policy in addressing these issues. The research underscores the need for improved outreach, streamlined processes, and enhanced compensation to alleviate the economic burden on affected individuals and their families. By proposing an evidence-based compensatory model, this study provides a foundation for policy refinement and suggests a shift in responsibility to mine-lease holders for ensuring the well-being of mineworkers and mitigating the impact of silicosisItem Valuing the invaluable : an ecosystem valuation and stakeholder analysis of the Rabindra Sarovar lake in Kolkata(National Law School of India University, Bangalore, 2023-10-17) Basu, Doyita; Dr. Sneha Thapliyal, - SupervisorIn the study of Commons, following the established approach by Ostrom, the role of community participation has gained increasing traction within policy-making circles as solutions to resolving the dilemma of competing interests between various stakeholders. Taking in account this conceptual rooting, this study intends to apply the community-based approach towards an example of Urban Commons i.e. the Rabindra Sarovar lake; and attempt to understand the use value attributed by visitors to the lake and the consequent role of stakeholder groups in terms of their power and interest in influencing policy making. By employing a quantitative revealed preference technique for ascertaining use value; this study established that the user does indeed accord a large recreational value to the site and thereby becomes the crux of developing a more deconcentrated approach to urban commons management in the case of the lake. The user thus represents the balancing point of contending viewpoints between increased access on one hand, and decreased human activity to ensure biodiversity of the site on the other hand as the user relies on the biodiversity of the site in question to glean a positive net benefit from visiting the site. Furthermore, this study then establishes the use value of the visitor and the dominant stakeholders that are key to the competing interests in the site and create deconcentrated and alliance-building strategies to ensure effective participation of stakeholder groups, while increasing government capacity for decision-making and revenue earning.Item Viability of electrification of urban public transportation : a financial assessment and sensitivity analysis study(National Law School of India University, Bangalore, 2023-10-13) Mishra, Aditi; Dr. Sneha Thapliyal, - SupervisorElectric Mobility is being touted as the solution to India‘s predicament of growing urbanisation and air pollution along with dependence on crude oil imports. The most effective segment here is the electric buses segment which can play a role in significantly reducing GHG emissions, particularly in public transport. India as a country has many favourable factors to support transition towards electrification of its public transport bus fleets. Through this study the author has analysed the value chains under existing EV policies at state level as per van der Steen framework adopted by the World Economic Forum. After identifying the research gap, the scope of the study was limited to financial assessment and sensitivity analysis. For this part, the city level data (Bengaluru level) was collected from BMTC i.e. Bengaluru Metropolitan Transport Corporation and the financial assessment was carried out by adapting the methodology from World Bank (under the report titled ‘The Economics of Electric Vehicles for Passenger Transportation, 2022). This approach looks at the ‘net social cost’ of adopting electric vehicles, in our case, electric buses, across present stage and in the year 2030. The inclusion of externalities and fiscal wedge in this assessment helps to identify underlying nuances. In addition, the total cost of ownership approach is also employed to compare the scenarios. Subsequently, the sensitivity analysis is carried out to verify the robustness of the results. Healthy cities results in healthy residents. A healthy city ensures the health and well-being of its populace. While the approaches of the responsible agencies towards urban health are often disconnected and in silos, India needs a comprehensive urban health framework that incorporates the principles of liveability and sustainability in its approach. The Covid-19 pandemic exposed the vulnerability of health systems across the world, more particularly the urban health systems. Urban centres became the hotspots, owing to their high population density and the co-morbidities in their population. With the possibilities of such pandemics in the future, it becomes more important to assess the existing urban health approach. This study aims to assess the health approaches of major cities in India and develop a comprehensive approach for the future, which could enable a functional and capable urban health ecosystem.
