dc.description.abstractThe Second National Commission on Labour (NCL) was set up in 1998 under the chairmanship of Shri Ravindra Varma who submitted the report to the Former Hon’ble Prime Minister of India Shri Atal Bihari Vajpayee in June 2002. The Conclusions and Recommendations along with the Annexures of the Report are in Volume II of this report.
