Khet Mazdoor Front Report - 9th Party Conference on 15-19 September, 1971 at Muktsar, Punjab

The report deals with the work of the Party (CPI) in the agricultural labourers’ front over a period of time i.e. since the previous party conf. It claims that now a qualitative break had been achieved and the class had turned its face towards the class organizations - Khet Mazdoor Sabha and the Communist Party. The khet mazdoors participated in the various mass movements and morchas like that of 1972, 1973 etc. Punjab Khet Mazdoor Sabha had considerable increase in its membership. The Punjab movement stood second only to that of Andhra Pradesh. It was Punjab which held the first all India conference in 1968. The document describes the gains of the movement in the period. It gives details of land auction and distribution. It deals with land reforms. The discussions and decisions of the Rahon KMU conference are described, where a charter was adopted and later distributed widely. It deals with the question of the upward revision of the wages, land reform laws, evacuee land question, free house sites, memorandum to the Parliamentary Committee on Untouchability, Amritsar session of the organization (1973), memo on 5-year plan, khet mazdoor school and several other questions.

This file contains correspondence on land struggles issues in Gujarat and Punjab against landlords, minimum wage, tenancy, PDS, electricity, water to Harijans etc. The letters from the year 1972 and 1974 contain very valuable historical information of the years on BKMU’s land struggle and organizational issues. The 1972 letter provides information that the actual membership of BKMU in Gandhinagar (Gujarat); The 1974 letters are about – Punjab landless labourers legal problems arising due to landlords cases due to land struggle by BKMU, letter by CPI’s Subodh Mehta, Ex PSP and Sanat Mehta, CPM’s Chandubhai Patel, Harivallabha Parik to governor Gujarat Shri K.K. Vishwanathan on the demands of small farmers, tenants, and landless labour of Gujarat on land reform, tenancy issue, land ceiling issue, housing issues, PDS issues, water supply electricity to Harijans, memo for Gujarat govt. on all these issues.

Reports of the Executive Committee Meeting of the Andhra Pradesh Agricultural Workers’ Union and Campaign for Funds Collection in Andhra Pradesh

Two reports (1. Report of the Executive Committee Meeting of the Andhra Pradesh Agriculture Workers Union held on 11 July, 1973 and 2. Report of the Campaign for Funds collection in Andhra Pradesh through "Labour Contribution" by Agricultural Workers), the decisions as well as the work done of the APAWU in detail. They give the membership figures and the details of the campaigns carried out. The documents inform that millions of agricultural labourers and toiling rural poor participated in the national campaign recently concluded all over the country. It presents the formulations of the Communist Party of India (CPI) on this question. BKMU and the AIKS also participated. It was decided to observe One Day Labour campaign by the Union in the AP state by donating the proceeds by taking part in Paddy Cutting. This would be taken up in Nov-Dec 73. Paddy cutting would take place in four districts of Guntur, Krishna, East and West Godavari districts. The document further reports the actual campaign eg in Managalapuram in Krishna district about 500 Agricultural Workers took part in paddy cutting. For the first time the APAWU state centre received 2000/- rupees from five districts. It was a good beginning.
Minimum Wage Issues in West Bengal and Creation of Wage Cell in Labour Ministry

This file contains correspondence providing important historical information in the sense that – there is a West Bengal Govt.’s notification on the details of giving minimum wages to employees employed in agriculture. An enumeration of West Bengal Govt.’s proposals in this regard is given. The second document is a secondary source paper cutting of December 15, 1974 that provides an important information regarding West Bengal Govt. creating a Wage Cell for Farm Sector in the Ministry of Labour which will deal with the problem of fixing wages for organized and unorganized sector workers in agriculture and industry. The paper cutting given other information of Interim Report on Wage Policy being prepared by eminent economist Sukhamoy Chakravarty and an expert committee to create a National Gratuity Fund; ongoing work to create an Industrial Relation Bill and PDS for agricultural labourer in rural areas.

And set fire to their huts. The document also describes the difference between padiyal and adaiyal: the two types of agricultural workers.

Letters related to various Activities, Programs and the Situation of the Labourers
(1977)
Letters describe the attendance of about 200 delegates attending a conf from 40 villages in Sahdol. There were about 30-40 thousand small owners without pattas, which was big issue. Land distribution and conventions is an important theme through the latters. The letters reflect constant struggles of the landless to gain possession of their lands after receiving the Pattas. Satna, Chatarpur, Sahdol etc. are in the limelight.
Documents pertaining to the Inhuman Atrocities by the Landowners on the Harijans in Bhind District, Madhya Pradesh

The reports describe severe atrocities on the Harijans of the villages Mehgaon, Anjanu and Barera. They include systematic attempts to maim the agricultural workers by disabling their hands and feet by beating them and by other means. When the Harijans were to work on the fields on 9.9.77 in v. Barera, they were attacked by the goons of the landowners armed with lathis, farsas and spears, and were seriously injured. Each of the Harijans was severely beaten. The doctors refused to examine and report the injuries. The workers were rendered unable to work.
